ある条件が満たされるかどうか、二つの可能性や選択肢のどちらかを問う際に使う接続詞です。間接疑問文でも利用され、「～かどうか」と疑問を表現します。「whether or not」の形では、結果にかかわらずという意味を強調したり、提示された選択肢をはっきり示したりします。
