特定の条件や資格を満たしていないとき、ある役職や権利を行使する権利がない状態を指す語です。年齢、学歴、法的な資格などの具体的な要件を満たしていないケースが含まれます。したがって、その基準をクリアしない人はその機会や役割に参加できません。
If someone is ineligible, they do not meet the necessary conditions to be allowed to do or receive something. It is commonly used for competitions, jobs, benefits, or legal situations. The opposite idea is eligible.

まず eligible を「条件を満たしていて対象になれる」と覚えると、先頭に否定の in- が付いた ineligible は自然に「条件を満たさず対象外」と取れます。be eligible for A / be ineligible for A の対で覚えるのが効率的です。試験、奨学金、投票、保険など、応募や受給に資格条件がある場面でよく出ます。illegal とは違い「違法」ではなく、あくまで『資格がない・要件外』の意味だと区別すると定着しやすいです。

in-「〜でない」＋ eligible から成り、eligible は中世ラテン語 eligibilis、さらにラテン語 eligere（ex-「外へ」＋ legere「集めて選ぶ」）にさかのぼります。原義は「選ばれる資格がない」で、elect や select も同じ「選ぶ」系の語です。
Ineligible is made from in- meaning "not" and eligible. Eligible goes back through Medieval Latin to Latin eligere, meaning "to choose out," from ex- "out" and legere "to gather, choose." The original sense was "not able to be chosen," and that idea remains in the modern word. Related English words include elect and select.
