An underachiever is a person who does worse than expected, especially compared with their real ability. The word is often used in education or work when someone has potential but does not use it fully.

まず achiever を「成果を出す人」として押さえ、そこに under-「十分でない、期待より下」が付くと考えると覚えやすいです。つまり underachiever は「能力がない人」ではなく、「本来もっとできるのに結果が伸びていない人」。poor student だと単に成績不振の人ですが、underachiever には“潜在力に対して低い成果”という含みがあります。学校・仕事の評価でよく使われ、talented but an underachiever のように結びつけると記憶に残ります。

underachiever の語源・成り立ち Etymology
under-「十分未満」+ achiever で、achieve は古フランス語 a chief「頭の所まで行く、成し遂げる」に由来します。chief や chef と同じくラテン語 caput「頭」につながり、目標の頂まで届く感覚が核です。そこに under- が付くので、期待ほど達成できない人、つまり「成績不振者」です。
Underachiever combines under- with achiever. Achieve came from Old French a chief, literally "to come to a head" or "bring to an end," and it is related to chief and chef, from Latin caput "head." The root idea is reaching the top or completion of something, and under- later added the sense of not reaching that level fully.
