wet よりも水分が少ない感じを表します。soaking wet は「びしょ濡れ」で、damp より強い表現です。 Damp suggests less moisture than wet. Soaking wet describes being thoroughly wet and is much stronger than damp.

乾ききっていない服や、触るとひんやり湿り気のある布を思い浮かべましょう。びしょ濡れではなく、少し水分が残っている感覚です。
