in- は否定、competency はラテン語 competere 由来で「適すること・能力」を表します。com-「共に」+ petere「求める」から「条件にかなう」が生まれ、incompetency は「適格でない状態」になりました。competent や compete も同根です。
Incompetency combines in- "not" with competency. Competency comes from Latin competere, originally meaning "to come together" or "to be suitable," from com- "together" and petere "to seek."
