outskirts は out「外へ」+ skirt「裾・縁」から成り、skirt は古ノルド語 skyrta「シャツ」に由来します。shirt と同根だと分かると、町の outskirts が『都市の裾』、つまり中心からこぼれた周辺部だと腑に落ちます。
Outskirts combines out with skirt in its older sense of "edge" or "border." Skirt came from Old Norse skyrta, meaning "shirt," and it is related to English shirt. The image is of the "hem" of a town, so the word came to mean the outer edges beyond the center.
