Sit comes from Old English sittan, and fence is a shortened form of defence, from Old French and Latin defendere, meaning "to ward off" or "protect." It is related to defend and defense. The image is of sitting on a boundary fence, able to go to either side, and that led to the meaning of avoiding a clear choice or opinion.
