「〜に関して」「〜の点で」を表す formal な表現です。with regard to と近いですが、特定の側面・評価軸を示す響きがやや強いです。論文・分析・契約文で使われ、後ろには variable, criterion, outcome などが続きます。
With respect to means concerning or in the aspect of something. It is formal and common in academic analysis. It is useful when comparing things or naming the criterion for evaluation.

respect はここでは「尊敬」ではなく「点・側面」です。with respect to は、ある対象を特定の観点から見る表現で、差異や評価軸を述べる文に合います。with regard to とほぼ同義ですが、models differ with respect to assumptions のように「どの点で」という分析に強いです。in respect of はさらに法務的で硬く、日常的な about の置き換えとしては重すぎることがあります。

Respect comes from an idea of looking back at something. From this, it developed the meaning of an aspect being considered.
