allotment は allot＋-ment で、allot は古フランス語 aloter「くじで割り当てる」にさかのぼります。lot は「くじ・取り分」なので、もとは運命のように各自の持ち分が決まる感覚で、lottery や lot にも同じ発想が残ります。
Allotment comes from allot plus the noun ending -ment. Allot goes back to Old French aloter, meaning "to assign by lot," and lot originally meant a share decided by chance. That is why the word carries the idea of giving each person a portion; lottery is from the same root.
