道路や場所などを、人や車、物でいっぱいにして流れを悪くすること。通常は受け身でも使われる。
To do this is to fill a road, place, or system with so many people, vehicles, or things that movement or flow becomes difficult. The verb is also used in passive constructions to describe something that has become overcrowded or blocked.
