Govern came through Old French from Latin gubernare, meaning “to steer a ship” and, figuratively, “to direct or rule.” The Latin verb was borrowed from Greek kybernan, “to steer or pilot.” The image of guiding a vessel developed naturally into that of directing a state, territory, or organization. Government and governor belong to the same word family and preserve this extended sense of exercising authority and direction.
