Popeye は米俗語 pop-eye / popeye「飛び出した目、ぎょろ目」から来た名です。pop「ぽんと飛び出る」と eye の複合で、「目が飛び出すように大きい人」という感覚から、あの水兵キャラの呼び名になりました。pop-eyed も同じ発想です。
The character name Popeye is associated with the colloquial form pop-eye, referring to a prominent, bulging, or protruding eye. That expression transparently combines pop, in the sense of coming or sticking suddenly outward, with eye. Cartoonist E. C.
