reoccurring は re-「再び」+ occurring で、occur はラテン語 ob-「向かって」+ currere「走る」に由来します。出来事がこちらへ走り寄って再び起こる感じなので「再発する」となるわけです。occur や recurrent も同じ curr 系の仲間です。
