speaking は speak＋-ing でできた語で、speak は古英語 specan「話す」に由来します。speech や speaker が同じ語根を共有し、-ing は動作そのものを名詞化する接尾辞です。つまり speaking は内容よりまず「口に出して話す行為」を切り出した語で、技能名や場面名にも使いやすいわけです。
