解説 Definition
先天的な障害や発達障害のある人が、日常生活や職業活動に必要な新しい能力や技能を習得・発展させるための医学的・教育的支援と訓練。失われた能力を回復するリハビリテーションとは異なり、初めて能力を習得させるプロセスである。
Habilitation is training or support that helps a person develop skills they have not had before, especially for daily life or social adjustment. It is often used in education, healthcare, and disability support. Unlike rehabilitation, it focuses on building new abilities rather than restoring lost ones.

habilitation は中世ラテン語 habilitatio にさかのぼり、habil- は habilis「適した」、-ation は名詞化語尾です。able や rehabilitate と同根で、もとは『使える状態にすること』という発想だから、能力開発や社会適応訓練の意味につながります。
Habilitation goes back to Medieval Latin habilitatio, from habilis meaning "fit" or "suitable." The original idea was making someone or something fit for use or ready for a role. It is related to able and rehabilitate, which keep the same sense of fitness or readiness.
