個々の例外はあるが全体として見た場合にという意味。一般論を述べる際に使う。
In general means usually or in most situations, without focusing on small details or special cases. It is used when giving a broad idea about a topic. It shows that the statement may not be true in every single case.

general は general idea, general rule のように「細部ではなく全体・大づかみ」の感覚で押さえるとよいです。そこに in が付く in general は「その全体像の範囲で言えば」→「一般的に」。always のような断定ではなく、「例外はあるけれど、ならして言うと」と前置きするときの表現です。文頭の In general, ... で一般論を述べる形をセットで覚えると定着しやすく、specific / in particular と逆の向きだと整理できます。
