Outlying describes a place that is far from the center of a city, town, or main area. It is commonly used for villages, regions, islands, or districts that are more distant, less central, or less easy to reach.

outlying は out-「外へ」と lie「横たわる・位置する」に -ing が付いた語で、古英語 ūt と licgan に由来します。outlier も同根で、中心の外側に位置しているという原義から、『辺境の』『離れた』という意味になりました。場所が“外にある”感覚をそのまま表した語です。
Outlying is made from out and lying, from Old English roots meaning "outside" and "to lie" or "be situated." The literal sense was simply "lying outside." From that, it came to describe places that are far from the center, and outlier is built from the same basic idea.
