Prefectures comes from French and Latin, ultimately from Latin praefectura, the office or district of a praefectus. That noun is related to praeficere, meaning "to put in charge," from prae- "before" and facere "to make" or "do." The meaning developed from the authority of a ruler or official to the area under that person's control. Prefect comes from the same root, and factory is also related through facere.
