A substructure is the part of a building, bridge, or system that lies underneath and supports the main part. The word can also be used more generally for any lower-level structure that holds something up.

structure が「構造」だと分かれば、sub- は submarine, subway の sub と同じ「下」。だから substructure はほぼ直訳で「下で支える構造」と取れる。建物なら foundation に近い基礎・土台、制度や理論なら表面に見えない支えの部分。bridge substructure のように、上に載るものを下から支える場面で出やすい。superstructure「上部構造」と対比すると位置関係で記憶しやすく、infrastructure よりも“下部そのもの”に焦点がある語。

substructure の語源・成り立ち Etymology
substructure は sub-「下に」+ structure で、structure はラテン語 struere「積み上げて築く」に由来します。『上のものを下から築いて支える部分』と考えると、下部構造の意味が腑に落ちます。construct や instruct も同根です。
Substructure is built from sub- "under" and structure. Structure comes from Latin struere, meaning "to pile up" or "build," the same root seen in construct and instruct. So substructure first meant the part built underneath, and then more generally the supporting base below something else.
