underpaying は、労働者やサービス提供者に対して、本来支払うべき額より低い賃金や報酬しか払っていない状態を表す。法律上の最低賃金や相場を下回る場合にも使われ、不当な待遇を批判するときによく用いられる。
Underpaying means paying someone less money than their work deserves or less than a fair or legal amount. It is often used when talking about wages, jobs, and labor conditions. The word usually suggests unfair treatment by an employer.

under- は「足りない・下で」の感覚なので、pay を知っていれば「払う額が下にずれる」→「本来より少なく払う」とつながる。overpay の反対で並べると定着しやすい。low-paid は「低賃金の」という状態寄りだが、underpaying は雇う側が workers / employees に十分払っていないという批判の響きが強い。underpaid worker は「低く払われた人」、underpaying company は「低く払い続ける会社」とセットで区別すると覚えやすい。
