厳しい判断を下し、人や状況に寛容性を示さずに許しを与えない態度。言動や環境が手加減せず、弱さやミスを受け入れない姿勢。冷たく厳格なため、同情や配慮を期待できないことが多い。
If something is unforgiving, it is harsh and does not allow mistakes or weakness. It can describe people, conditions, places, or systems that are very difficult or severe. For example, weather, landscapes, or schedules can all be called unforgiving.

unforgiving は un-「〜でない」+ forgiving「許すこと」で、forgive は古英語 forgiefan、語幹 give は「与える」です。give や given と同根で、相手の過失をこちらから手放してやらない感覚だと考えると、「容赦ない」が腑に落ちます。
Unforgiving is formed from un- "not" and forgiving. Forgive comes from Old English forgiefan, built from for- and give, and it originally carried the sense of giving up or granting release. From that idea, unforgiving came to describe someone or something that does not let go, excuse, or soften.
