consulate はラテン語 consulatus「consul の職・役所」に由来し、英語では consul に接尾辞 -ate が付いた形です。consul はラテン語 consul にさかのぼり、consult と同系と考えられます。つまり「領事の職務の場」から領事館の意味になりました。
