領事は外国にある領事館の代表者です。その国の市民を保護し、外交業務を行う政府職員です。
A consul is a government official who lives in a foreign city and helps people from his or her own country. Consuls deal with travel documents, legal issues, and support for citizens abroad. They are different from ambassadors, who focus more on official political relations.

古代ローマ共和政で、国家の最高政務官として毎年2人選ばれた官職を指す。執政官は軍の指揮、元老院や民会との政治運営、非常時の判断など大きな権限を持ち、ローマ史や古典の説明でよく現れる。現代の「領事」とは別の意味。

consul はラテン語 consul に由来し、consult と同系で「助言し合う人」が背景にあると考えられます。明快な接辞分解はしにくいものの、consult や consultation と並べると「相談して決める人」という核が見えます。
Consul comes straight from Latin consul, the title of an important Roman official. It is closely connected with the family of consult, and probably carried the idea of people who deliberate or advise together. That sense of public counsel helped shape its later use for official representatives of a state.
