council は古フランス語 conseil を経て、ラテン語 consilium「相談・熟議」に由来します。形より語全体で「一緒に相談して決めること」が核で、counsel や counselor も同根です。だから council は単なる集まりでなく、意見を持ち寄って判断する場を指します。
