legging は leg「脚」＋-ing からできた語で、もともとは脚を覆うもの全般を指しました。leg は古ノルド語 leggr にさかのぼり、leggings や leggy と並べると、「脚そのもの」ではなく「脚を包む部分・見せる部分」へ意味が広がった語だと分かります。
