minded は mind（気にする、心に留める）の過去形・過去分詞に由来し、形容詞として「心ある、考え方を持った」という意味です。多くは public-minded や fair-minded のように、どのような心構えを持つかを表す語の後ろにつけて使います。
Minded describes someone as having a particular attitude, concern, or way of thinking. It is most often used as the second element of a compound adjective, as in fair-minded, public-minded, or community-minded.

Connect minded directly with mind plus -ed: it describes a person whose mind is directed in a particular way. The word before it supplies that direction. A fair-minded teacher thinks fairly, public-minded people care about the public good, and community-minded students care about their community. It is therefore much more natural in compounds than by itself. Also notice that minded has the same written form as the past tense and past participle of the verb mind, but in these examples the whole compound functions as an adjective.
