君主とは国家を統治する国王や女王などの最高権力者で、通常は世襲によって地位が継承される。政治的実権を持つ場合もあれば、儀礼的な象徴的役割にとどまる場合もある。国民や制度との関係に応じて、多様な権限のあり方がある。
