まず pre- に注目。preview, prepay などと同じで「前もって」の感覚があるので、preamble は『本論の前に置かれるもの』と押さえると覚えやすいです。特に constitution, contract, speech などのかたい文章で使われやすく、the preamble to the Constitution のように「本文に入る前の目的説明・前置き」を指します。preface が本の序文、introduction が一般的な導入なのに対し、preamble は法令・規約・宣言文の冒頭という少し公式な響きがあります。

preamble は中世ラテン語 praeambulum 由来で、prae-「前に」+ ambulare「歩く」から成ります。直訳すると「前を歩くもの」で、本論の前に道をつける前文という感覚です。amble や ambulance も同じ amb-「歩く」の仲間です。
Preamble comes from Medieval Latin praeambulum, from prae- meaning "before" and ambulare meaning "to walk." It literally meant something that "walks before." From that image, it developed the sense of an introductory part that comes before the main text or speech.
