spotter は spot＋-er で、spot は中英語で「しみ・目印・場所」を表し、そこから『見つける』の動詞が発達しました。spotlight や spotless も同根で、『目印を見分けて見つける人』という発想から、監視員や発見役の意味につながります。
Spotter comes from spot with the agent suffix -er. Spot in Middle English meant a mark, stain, or visible place, and from that came the verb sense "to notice" or "to pick out."
