totter は北欧系語にさかのぼるとされる語で、接頭辞や接尾辞よりも、揺れながら小刻みに進む音感が核です。tottering や tottery は同じ語幹の仲間で、原感覚は「安定せずふらつく」。だから単なる歩行でなく「今にも倒れそうによろめく」になります。
Totter is probably from an old Scandinavian or other Germanic source. It is not clearly built from smaller parts, and its sound seems to carry the sense of shaky, small movement. From that early feeling of unsteady motion, it came to mean walking or moving as if about to fall.
