under-「下で・不十分に」+ develop（包みをほどいて展開する；古フランス語由来、さらにラテン語へ遡る）+ -ed。developed に under が付くことで「十分に展開していない」となり、未発達の感覚が見える。関連語は development, envelope。
Underdeveloped combines under-, develop, and -ed. Under- means "not enough" here, and develop came into English through French from Latin roots with the sense of "unfolding" or "opening out."
