Undeveloped means not yet fully built, improved, or grown. It can describe land, plans, abilities, or ideas that are still in an early stage.

undeveloped は un-「否定」+ developed で、develop は古フランス語系 desveloper「包みをほどく」に由来します。envelope も近い仲間で、まだ「ほどかれず広がっていない」状態だと思うと、「未発達・未開発」が腑に落ちます。
"Undeveloped" is made from un- "not" and developed. Develop comes through French from a verb meaning "to unwrap" or "unfold." Because of that history, undeveloped suggests something not yet unfolded, expanded, or brought out fully. A related English word is envelope, which comes from the same French family.
