古英語 hwa efre が起源で、who「だれ」+ ever「いつでも・どんな場合でも」の結合です。ever は疑問詞を強めて「誰であれ」の感じを出します。whatever, whichever と同じ作りで、条件を問わず誰でもの意味になりました。
