by は古英語 bi「沿って」、large は古フランス語 large「広い」。帆船で風に逆らう向きでも追い風の向きでも進めるという表現から、『全体として・概して』へ広がった。largely や enlarge も同じ large 系。
This expression comes from the language of sailing. By meant movement along a course, and large, from Old French large, referred to sailing with the wind free or favorable. A ship that could sail both by and large could handle different wind conditions, and from that idea the phrase widened to mean "on the whole" or "generally."
