Decriminalisation is the process of making something no longer a criminal offense under the law. The activity may still be controlled by rules or fines, so the word does not always mean it becomes fully legal.

decriminalisation は de-「取り除く」＋ criminal「犯罪の」＋ -isation「〜化」から成ります。criminal はラテン語 crimen「罪・告発」にさかのぼり、crime や incriminate と同根なので、『犯罪として扱うことを外す』と理解できます。
Decriminalisation is formed from de- "remove," criminal, and -isation. Criminal goes back to Latin crimen, meaning "charge, accusation, or crime," which also gave English crime and incriminate. So the word developed to mean the process of removing something from the category of crime.
