echelon はフランス語 echelon「はしごの横木・段」に由来し、さらにラテン語 scala「はしご」にさかのぼります。scale や escalator も同根で、もとは一段一段の足場だったと知ると、「階層・序列」が上へ並ぶ段として理解できます。
Echelon came from French echelon, which meant a rung of a ladder or a step. It goes back to Latin scala, "ladder," the same source behind scale and escalator. From the image of steps arranged one above another, the word developed into the idea of levels, ranks, or layers.
