enacting は enact の現在分詞・動名詞で、法律・規則・政策などを正式に制定することを表します。議会や政府などが、提案を法的に有効なものとして定める行為を指します。
Enacting is the present participle or gerund of enact. In this sense, it means formally making a proposed law, rule, or policy legally valid, especially through the action of a legislature, council, or government.

接頭辞en-（実際に～にする）とラテン語由来のact（行う）が組み合わさり、「理念を実際の行動へ移す」の意。ここから「法案を効力を持つ法として機能させる」＝制定するという意味に定着しました。actionやreactも同根です。
Enacting is formed by adding -ing to enact.
