制定する
解説 Definition
制定するとは、法律や規則、条例などを正式に定めて効力を持たせることを意味します。議会や政府などの権限を持つ機関が行う行為です。社会秩序を維持したり、特定の問題に対処したりするために法律を作ることを指します。

enact は en-「〜にする・中へ」+ act「行う」から成り、act はラテン語 agere「動かす・行う」にさかのぼります。もとは「演じる」でしたが、「行為として実際に動かす」感覚から laws を enact で「法として実施する、制定する」になりました。関連語は action, actor。
