まず fluent（流暢な）が分かれば fluency はその名詞形だと押さえると覚えやすいです。-cy は privacy, frequency などと同じ『性質・状態』を表す語尾で、『fluentである状態』＝流暢さ。英語学習では accuracy（正確さ）と対で出やすく、fluency は「多少細部が完璧でなくても、止まらず自然に出てくる感じ」。speak with fluency, reading fluency などの形で結び付けると定着します。
