issuanceはissue + -anceで、issueは古フランス語 issue、さらにラテン語 exire「外へ出る」に由来します。ex-「外へ」+ ire「行く」の感覚があり、exitやtransitを思い出すと、「外に出して正式に渡すこと」から発行の意味になったと分かります。
