list の語源・成り立ち Etymology
古英語 liste（布の縁、帯）からイタリア語 lista（帯状の記録）を経て「一覧表」の意味に発展。語根はゲルマン祖語 *līstō（縁、境界線）。関連語：enlist（名簿に載せる→入隊する）。帯状に項目を並べて書き留めたことから「リスト」になった。

So not always developed as a partial negative: not in every case, rather than never. This is why it contrasts with stronger negatives like never.
