投票で多数に負かされた状態を表します。人や陣営、提案の支持者などが、採決で相手側より少ない票しか得られなかった場合に使います。

If someone is outvoted, they lose a decision because more people voted against their choice than for it. It is used in groups, meetings, committees, or elections where decisions are made by voting. As an adjective, it describes the person or side that did not get enough support.
