reforming は re- + form + -ing で、re- は「再び」、form はラテン語 forma「形」です。reform は古フランス語・ラテン語 reformare「形を作り直す」から来ており、reformation や reformer も同根です。つまり「形を改め直す」から「改革する」になりました。

Reforming consists of reform plus -ing. Reform came through French from Latin reformāre, formed from re-, “again” or “anew,” and formāre, “to form,” based on forma, “shape.” It literally conveyed forming something again or changing its shape. In English, that physical image broadened into correcting faults and improving institutions, practices, laws, or personal conduct. Reformation and reformer belong to the same word family.
