reform は form「形」を知っていると覚えやすい。re- が付いて「形を作り直す」イメージなので、古い制度や慣習をより良い形へ組み替える語。壊れた物を直す repair ではなく、laws, education, tax system など仕組み全体に使うのがコツ。improve より制度的で、revolution ほど一気に壊して変える感じではない。よく reform the system, reform education, political reform の形で出る。
