scarcity は、まず simpler な scarce「不足した」を核にすると覚えやすいです。-ity は「性質・状態」なので、全体で「scarce な状態」＝必要な量に足りていないこと。rare のように単に「珍しい」より、生活や経済で困る不足感が強い語です。shortage が個別の不足を指しやすいのに対し、scarcity は資源全体の乏しさという広い文脈でも使われます。water scarcity, food scarcity, scarcity of resources をセットで覚えると定着します。
