To surround something means to be all around it on every side or to move into that position. The word is used for people, objects, buildings, or natural features. It often suggests that the thing in the center has little open space around it.

surround の語源・成り立ち Etymology
surround は中英語で「氾濫させる」を意味した語にさかのぼり、アングロフランス語 surunder を経て、後期ラテン語 superundare「氾濫する」に由来します。これは super-「上に・越えて」+ undare「波のように流れる」（unda「波」から）から成ります。現在の「取り囲む」という意味と綴りは round との連想の影響を受けましたが、round や rotund と同根ではありません。
Surround goes back to a Middle English verb meaning "to flood or inundate," from Anglo-French surunder and Late Latin superundare, "to overflow." Superundare is formed from super-, "over," and undare, "to flow in waves," from unda, "wave." The later meaning and spelling were influenced by association with round, but round and rotund are not its etymological roots.
