underdevelopmentは古英語under「不十分に」+ develop + -mentから成る語です。developはフランス語developper「包みをほどく」に由来するので、ほどけきらず伸びきっていないと考えると「発展途上」が腑に落ちます。関連語はdevelop, envelope。
Underdevelopment is formed from under- + development. Develop came through French développer, originally meaning "to unwrap" or "unfold," and it is related to envelope. From the idea of something not fully unfolded or brought out, underdevelopment came to mean incomplete growth or progress.
