「zoning」は zone に -ing が付いた語で、zone はギリシャ語 zone「帯・ベルト」がフランス語 zone を経て入った。関連語に zone、zonal があり、核は「帯状に区切る」感覚。都市を用途ごとの帯に分ける発想が、そのまま「地域指定」の意味になっている。
