市や町の議会に選出された議員です。地域社会の利益代表として、法律制定に参加します。
A councilman is a male member of a local government council, such as a city council. He helps make decisions about community rules, services, and public spending. In modern usage, gender-neutral words like council member are often preferred.

まず council を一まとまりで覚えるのが近道です。city council（市議会）, council member（評議員）でよく出るので、「会議して地域のことを決める人たち」の場面と結びつけると残りやすくなります。councilman は council + man で、その議会に属する男性議員。市長 mayor のような行政トップではなく、条例や地域課題を議会で扱う側だと整理すると混同しにくいです。つづりは counsel（助言する）と紛らわしいので、-cil は会議体、-sel は助言と対比して覚えると安定します。

councilman は council「評議会」+ man から成る語で、council は古フランス語経由でラテン語 consilium「相談・熟議」に由来します。consult や counsel と同根なので、「ともに考える場にいる人」と捉えると、市議会議員の役割が語源から見えます。
