devolving はラテン語 devolvere「下へ転がす」にさかのぼり、de-「下へ」+ volv「回る・転がる」+ -ing と分けられます。revolve や evolve と同じ語根で、「権限を自分から次へ転がして渡す」と考えると、委譲の感覚がつかめます。
